Shipping a car, SUV, or transport vehicle from Europe to Lagos, Nigeria in 2026? Now is the perfect time to take action. With the introduction of the 2026 Fiscal Policy Measures (FPM), the Nigerian government has significantly overhauled the regulations and import tariffs for vehicles this year.

For international car traders and the Nigerian diaspora in the Netherlands, 2026 brings excellent news—along with a few strict new conditions. As the leading specialist in global car export, SCL Rotterdam explains exactly what you need to take into account this year and how we ensure your vehicle arrives at the port of Lagos safely, quickly, and without any customs hassle.

Major Changes in 2026: What’s New?

The Nigeria Customs Service has set clear goals for 2026: reducing domestic transport costs, digitizing the clearance process, and promoting sustainable driving. These are the most important changes you will face upon arrival at the ports of Lagos (such as Apapa and Tin Can Island):

1. Sharp Reduction in Import Duties (Tariffs)

The best news of 2026 is that the total effective import duties on passenger cars have been cut in half. While you previously paid up to 70% in total duties, the combined base rate (import duty + levy) for passenger cars and SUVs has been reduced to 40%.

Planning to ship an Electric Vehicle (EV) or a public transport bus? You will benefit the most: the import duty on these vehicles has been completely reduced to 0% this year.

2. Introduction of the "Green Tax" (Environmental Surcharge)

Pay close attention if you are sending a vehicle with a large engine to Lagos. Since July 1, 2026, Nigeria levies an ecological surcharge (Green Tax Surcharge) on heavier combustion engines:

  • Engines between 2.0L and 3.9L (2,000cc - 3,999cc): +2% extra surcharge.
  • Engines of 4.0L and larger (from 4,000cc): +4% extra surcharge.
  • Cars with a small engine (under 2.0L) and electric cars are completely exempt from this tax.

3. The 12-Year Age Limit Remains Inflexible

The maximum age for second-hand cars (Tokunbo) is being enforced more strictly than ever in 2026. A vehicle can be a maximum of 12 years old from its year of manufacture. This means that in 2026, the oldest vehicle you can legally import must be from 2014. Older cars will simply be refused entry at the ports of Lagos.

4. Automated VIN Valuation

The Nigeria Customs Service no longer looks at handwritten purchase invoices. They now rely 100% on the digital VIN Valuation System. Based on the chassis number (VIN), the customs computer instantly calculates the fixed, official value of the car. Thorough preparation and flawless documentation are therefore essential to avoid unexpected additional assessments.
