Good news for entrepreneurs in the Netherlands considering electric vehicles: starting July 1, 2025, a C-license will no longer be required to operate heavy electric vans up to 4,250 kg. However, there is a new condition: drivers will need to complete a traffic safety course. This makes the transition to zero-emission driving not only easier but also safer. And it makes importing electric commercial vehicles from the United States more achievable for Dutch businesses!

Why is this exemption needed?

Under current Dutch regulations, a standard B-license allows drivers to operate vehicles up to a maximum weight of 3,500 kg. While sufficient for traditional diesel vehicles, electric vehicles are often significantly heavier due to their batteries. This has pushed many electric vans into the C-license category, creating a barrier to the adoption of electric transport. With the new rules, a B-license will remain valid for vehicles up to 4,250 kg, provided the driver completes a mandatory training course.

Electrification in the U.S. and its impact on the Dutch market

At SCL Rotterdam, we see this change as a significant step forward, especially given our expertise in importing vehicles from the United States. Electrification is also a hot topic in the U.S., with brands like Ford, GMC, and Rivian heavily investing in groundbreaking electric vehicles. Models such as the Ford F-150 Lightning, the electric Hummer, and the Rivian R1T are gaining global popularity, including in Europe.

Over the past year, we’ve received numerous inquiries from entrepreneurs interested in importing electric commercial vehicles from the U.S. One of the most common questions is about European type approval and the weight listed on Dutch registrations. Unfortunately, the 3,500 kg limit often posed a challenge, making it impractical to operate these vehicles in the Netherlands.

With the new rules, we expect more electric vehicles from the U.S. to become suitable for use in the Netherlands. This presents entrepreneurs with a unique opportunity to add innovative, zero-emission vehicles to their fleets without being hindered by weight restrictions.

Key changes at a glance:

  • Until July 1, 2025: A B-license remains sufficient for operating vehicles up to 4,250 kg.
  • From July 1, 2025: A traffic safety course becomes mandatory (including both theoretical and practical components).
  • The exemption applies exclusively to fully electric vehicles.
